“No-Wake Zone” Established on Lake Madison to Protect Private Property from Damage
PIERRE, S.D. – At the request of the Lake Madison Lake Association, Gov. Dennis Daugaard has implemented a temporary “no-wake zone” within 300 feet of the shore on the lake, effective at noon on Friday, May 25, because of a high water level.
The “no-wake zone” allows boats and other watercraft to operate at higher speeds on Lake Madison, provided they do so beyond the perimeter of the protective 300-foot-zone around the lake shore. 
A number of Lake Madison lakeshore residents approached the Lake Madison Lake Association expressing concerns about the potential for additional property damage caused by boat wakes.   High water and brisk winds have already caused shoreline damage in several areas.  The Lake Madison Lake Association subsequently asked Department of Game, Fish and Parks officials to consider the no-wake request to protect private property around the lake. 
State law gives the Governor authority to prohibit or restrict recreational use or navigation on any portion of a river, lake or stream in order to protect the public peace, health, or safety.  The new order will be in effect until rescinded by Gov. Daugaard.
“This temporary “no-wake zone” was put in place at the request of homeowners who live on Lake Madison as a means to protect private property that is now inundated by high water,” said Emmett Keyser, Assistant Wildlife Director for Game, Fish and Parks.  “Many of these homeowners have landscaping and other structures that are under water due to recent heavy rains in the Lake Madison watershed.  Once the lake elevation drops to a point where private property will no longer be impacted, we will request that the “no wake zone” be rescinded.”
A violation of a public waterway restriction is a Class 2 Misdemeanor, punishable by up to 30 days in jail, a fine of $500, or both.

FORTY-NINTH ANNUAL MEETING

LAKE MADISON DEVELOPMENT ASSOCIATION

 

Call to Order

President Ralph Wagoner called the meeting to order at 12:25 P.M.  He welcomed the members of the Lake Madison Development Association (LMDA) to the Forty-ninth Annual Meeting.  The meeting was held at the Hillside Resort.

Secretary’s Report

There was a motion by Director Hilde to approve the minutes of the 2006 Annual Meeting.  Director Sinclair seconded.  Motion carried.

Treasurer’s Report

Millie Moser gave the financial report for the year 2007.  Report attached.  There was a motion by Jeff Landeen to accept report as presented.  It was seconded by Robert Ellsworth.  Motion carried. 

 

Brandon Gust, Game fish & parks warden, reported on patrolling the lakes this summer.  One of the biggest things they are looking for is people operating boats uder the influence.  The driver may have an open container but, the alcohol limit is .08.  This is the same as driving a car.  The length limit for docks has changed.  Now, GF&P can do something about peoples docks infringing on neighbors property in the lake.  There has been a fish kill on the lake because of alge.

John Goeman, reported on the Highway 34 for the Future project.  He thanked Rolly Samp for all of his help with the project and helping to educate people on the project.  He stated that the web site SDHwy34.com is available.  He would like to see people click on the link to relay to the Senator’s and Representatives their feelings on the highway.  He introduced Jerry Johnson from the City of Madison.  Jerry presented two t-shirts to Ralph Wagoner and Rolly Samp in appreciation for their support.

Committee Reports

Robert Todd, Interlakes Water Quality Committee reported that the Committee is representing four lakes.  He states that there is a display set up and for people to stop and look at it.  The Committee is doing a campaign to educate the population on water quality.  Robert thanked Rolly Samp for his efforts in helping to keep the people abreast on water quality.  He also stated that the 0 phosphorous fertilizer is also being promoted to commercial application.  There are 12 testing sites on the lake that are being done by volunteers and he asked for more help in volunteering to do testing.  You can see more about the project at lakemadison.info.  He thanked the people who have donated money to the project.  Robert introduced Jay Gilbertson form East Dakota Development Association.  Jay explained on safe swimming and testing on the water. 

 

Membership Chairman, Karen Dunham, thanked the people who were present for paying their dues.  She reported a membership of 566.  She asked people to ask their neighbors to join the Association.

Steve Snyder, Government Relations Committee reported that they are just getting started and that they will gather information on ordniances in the County to clean up the lakes.

 

President Ralph Wagoner thanked Lake County Search & Rescue and presented a $500 donation to them.

 

Election of Directors – nominees for directors include:  Ed Arshem, Jr., Jeff Nelson, Steve Morgan, RollynSamp, Connie Sinclair, Jackie Tuschen.  New nominees include:  Wayne Halma, Mark Smith, Ann & Ralph Pierce, Matt Larson.

Election

President Ralph Wagoner reported for the nominating committee.  The following names were offered for officers and directors of the Association for 2005-2006:  President Kurt Nelson; First Vice-president Terry Ryan; Second Vice-president, Matt Larson; Secretary, Michelle Anderson; Treasurer, Gene & Millie Moser.

He offered the names of Ed Arshem Jr., Jeff Nelson, Steve Morgan, Rollyn Samp, Connie Sinclair and Jackie Tuschen to be re-elected for three-year terms; Wayne Halma, Mark Smith, Ann & Ralph Pierce and Matt Larson were offered for newly elected three-year terms.

Scott Scofield moved that nominations cease for officers and directors nominated and the Secretary cast a unanimous ballot.  Jeff Nelson seconded.  Motion carried.

President Wagoner welcomed incoming president, Kurt Nelson.  Kurt thanked Ralph  for the hard work that he did during his interim. 

Adjournment

Director Graham moved adjournment, as there was no further business.  Director Landeen seconded.  Motion carried.
