Regular Board of Directors Meeting

 

February 18, 2010 at the Hillside Resort.

 

Minutes

 

Call to Order

 

President Matt Larson convened the meeting of the Board of Directors of the Lake Madison Development Association (LMDA) at 7:05 PM February 18, 2010.  He welcomed guests.  He also noted the passing of Jeff Williadson.

 

Guests were:  Brandon Gust, Brian Baumann, Scott Pedersen, Jan Nicolay, Robin Jarrett.   

 

The following directors were in attendance:  Terry Ryan, Mike Halverson, Matt Larson, Millie Moser, Jeff Nelson, Pete Hoidal, Michelle Anderson, Callie Wockenfuss, Dieter Proehl, Cliff Nock, Martin Jarrett, Karen Dossett.

 

Secretary’s Report

 

The November 19, 2009 minutes were emailed.  Director Swiden moved to accept the LMDA Meeting minutes as presented. Director Hoidal seconded. Motion carried.

 

Treasurer’s Report

 

The Treasurer’s report was presented by Director Moser (see attached).  Director Hoidal moved to approve the Treasure’s Report. Director Swiden seconded. Motion carried.

 

Privacy Policy

 

There was discussion of a privacy policy for the Association.  Mainly, talking to the selling of labels to Associate members.  There was much discussion about it.  Jan Nicolay will let us know what the policy is for Lake Brandt’s Association.

 

Lake County Commission Update

 

Scott Pederson, Lake County Commissioner

a.             A dock has been purchased for the Poor Farm recreational area.  The last hurdle to cross is a flushing toilet.  The land has been seeded.

b.             City has decided that a zoning director is not needed.  What is needed is someone to enforce rules and regulations on new construction or on water quality and drainage.  Plus checking set backs.

c.             The water quality committee has 16 volunteers from all walks of life.  Meetings are the last Thursday of the month.

d.             A Coordinator is needed for the Clean Water Committee.  East Dakota is discussing job description.  Funds are needed to hire a Coordinator.  The Committee is to meet with the DNR.  Someone may be hired this year.

e.             More carp need to be taken out of the lakes.  May have a carp fishing tournament.

 

Jeff Nelson suggested that LMDA contribute some money now to the Water Quality Fund as a good intention pledge.  Scott Pederson stated that support is needed from the locals to insure government support.  There is money in the Water Quality fund from donations to pledge $5000 toward the purpose of hiring a Coordinator.  Jeff Nelson motioned to donate $5000 toward the project.  Karen Dossett seconded.  Motion carried.

 

Brandon Gust, GF&P reported :

 

1.                    Introduced Brian Baumann from the GF&P state parks.

2.                    Fishing was slow on the lake this winter.

3.                    Fishing tournaments were held. 

4.                    There has been testing on 17 lakes in se region for oxygen levels. 

5.                    Do not expect a huge winter kill.

6.                    Ice condition is 2’.  Not much heave.  Slush on ice w/2 or 3” of slush.  Which means that the ice can deteriorate quickly when it warms.  Ice houses off lake by February 23rd.

7.                    there were carp pulls this winter there was not a lot pulled as they are hard to find under ice.

 

Jan Nicolay, Lake Brant Association reported on the activities held at Lake Brant.  They were: Pancake feed; fishing tournament; lake clean up day for members only; neighborhood rummage.  There was a discussion of maybe doing something like lake Okoboji does in the winter .  Okoboji residents call them winter games.  Brandt and Madison would work together to get this to be as big as can be.

 

Membership Report

 

Terry Ryan, membership committee expounded on increasing membership for the Association.

New Business

Director Carol DeSchepper stated that she would like to resign from being a director if Long Lake is not included with LMDA.  Director Bob Ellsworth stated that she should stay on the Board to remind LMDA of Long Lake needs. 

 

Landowners on Long Lake are unhappy about flooding and there is concern about the water level.  There may be building on the south side of Long Lake.

 

There is a thought that Lake Brant members be invited to come to the LMDA’s meetings.

Director Jeff Larson motioned to adjourn at 8:30 P.M. as there was no further business.  Director Ellsworth seconded.  Motion carried.
